i believe that modless weapons do appear, kinda often actually, id say that your axe is just a normal oldschool weapon just with no inherent

Yeah... weapons without inherent mods pop up every now and then. It's nothing interesting; just salvage the +30 and merch. Also, it's possible for inscribable weapons to drop without inscription slots, but that's a lot rarer.
